Hi There,
These belts are adjustable. With a 28" waist there will be a bit of extra length that will go back one or two belt loops. The belts will also go as small as you would like them to.
Our youth belts fit up to a size 32"
Standard fits up to a size 40"
Long sits up to a size 50"
