Hi,
Yes it can be cut however we don't recommend it. With a 34" waist you'll have some extra material or "tail" to the belt but that is pretty standard for any belt and how our product is intended to be worn. The "belt keeper" or elastic loop keeps the excess belt out of the way but available if you want to increase or decrease your belt size.
